Providing effective healthcare solutions to this mobile workforce is essential for promoting safety, enhancing productivity, and supporting long-term health.
Since January 2023, Healthcare Australia (HCA) has partnered with Australia’s oldest and largest worker entitlement and wellbeing scheme to deliver innovative healthcare services tailored specifically for the construction industry. This case study details how our proactive and preventative approach has addressed critical health needs, delivering measurable improvements in physical and mental wellbeing for thousands of workers.
The Challenge: Delivering Accessible Care to a High-Risk Workforce
The building and construction industry presents a complex set of health and safety challenges. Workers often face barriers to accessing timely healthcare due to demanding schedules, remote work sites, and a cultural stigma around seeking help for both physical and mental health issues.
Our partner, a major worker entitlement scheme, identified several key challenges that needed to be addressed to better support its members:
- Underdiagnosed Health Issues: Conditions like skin cancer, which are highly prevalent due to sun exposure, often go undetected without proactive screening. Similarly, mental health concerns and stress can accumulate without accessible support channels.
- Barriers to Access: The mobile and time-constrained nature of the construction workforce makes traditional, clinic-based healthcare difficult to access. Services needed to be brought directly to the workers to be effective.
- Higher-than-Average Health Risks: The industry sees a higher incidence of substance use challenges and requires effective crisis management for incidents that can impact the mental wellbeing of entire teams.
- Need for Confidentiality and Trust: To encourage participation, it was vital to create programs where members felt their personal health information was secure and private, fostering a culture of trust.
A flexible, scalable, and impactful healthcare program was needed—one that could deliver preventative services, mental health support, and crisis response directly to work sites across multiple states.
The Solution: A Proactive, Onsite Health and Wellbeing Program
HCA developed and implemented a suite of innovative healthcare initiatives focused on accessibility, prevention, and quality. By bringing services directly to the members, we broke down traditional barriers to care and created a program that was both effective and highly utilised.
Our multifaceted solution was built on the following key pillars:
1. Accessible Mental Health and Counselling Services
At the core of our solution is a confidential Counselling Service. Launched in 2023, this service has become a vital lifeline, providing immediate mental health support to workers. By offering a safe and private channel to address concerns, we have facilitated over 6,060 sessions, connecting members with the help they need and providing referrals for ongoing care where necessary.
2. Onsite Preventative Health Programs
To maximise reach and encourage early intervention, we delivered a range of preventative programs directly to construction sites. These services included:
- Skin Checks: Providing early detection for skin cancers.
- Flu Vaccinations: Reducing absenteeism during peak flu season, with 1,088 members vaccinated by the end of 2024.
- Health Screenings: Offering general health checks to identify potential issues before they become serious.
By the end of 2024, over 3,500 members had engaged with these crucial onsite services.
3. Data-Driven Program Management and Improvement
To ensure our services remained responsive and impactful, we implemented robust operational procedures. We provide our partner with data-backed performance reports, including weekly call summaries from the counselling service and detailed post-program analyses. These reports offer actionable recommendations, allowing for continuous, evidence-based improvements to the program.
4. Co-Designing Future-Focused Initiatives
Recognising the evolving needs of the workforce, we have worked closely with clinical experts and member representatives to co-design future-focused initiatives. This collaborative approach has led to the development of two key new programs for 2025:
- An Alcohol and Other Drugs (AOD) Rehabilitation Program to provide comprehensive support for workers facing substance use challenges.
- A Physiotherapy Program to address musculoskeletal health through targeted education and treatment, aiming to reduce workplace injuries.
This constant adaptation ensures the partnership continues to pioneer industry-wide excellence in occupational health and wellbeing.

The partnership has delivered significant and measurable outcomes, creating a new benchmark for occupational health in high-risk industries. Our proactive and accessible model has redefined how healthcare solutions are delivered to construction workers.
