Transforming Aged Care Funding with Accurate Assessments

Australia’s aged care sector is undergoing a significant transformation, driven by the need for more equitable and transparent funding models. For government departments overseeing this change, implementing new systems on a national scale presents immense logistical and operational challenges. Healthcare Australia (HCA) was proud to partner with a pivotal government department to implement the Australian National Aged Care Classification (AN-ACC) assessments project. This case study details how we supported this game-changing initiative, from the initial “Shadow Assessment” phase to the “Business-As-Usual” (BAU) rollout. We’ll explore the multifaceted challenges, our tailored solutions, and the impactful outcomes that are shaping the future of aged care funding.

The Challenge: A National Rollout Amidst Unprecedented Disruption

The project’s objective was to replace an outdated funding model with a new, more equitable system based on individual resident assessments. This required a massive, coordinated effort with several significant challenges:

  • Geographic Scale and Complexity: The project demanded operations across diverse metropolitan, regional, and remote locations. The logistical complexity grew substantially as the program expanded from 14 regions during the initial phase to 27 regions under the full BAU model.
  • Urgent Workforce Development: A large, skilled, and multidisciplinary workforce of registered nurses, physiotherapists, and occupational therapists had to be recruited and trained within a very strict timeline. Ensuring assessment consistency and quality across this new team was a primary concern.
  • Pandemic-Related Disruptions: The COVID-19 pandemic introduced another layer of extreme difficulty. Heightened restrictions within aged care facilities required assessors to adhere to rigorous safety protocols, which impacted timelines and access, all while maintaining the quality and integrity of the assessments.
  • Transition to a New Framework: Moving the entire sector from a traditional funding model to the new AN-ACC framework required extensive stakeholder engagement. It was essential to ensure aged care providers understood the new system and that the transition was managed smoothly to prevent disruptions to care.
  • Performance and Precision: Meeting key performance indicators (KPIs) for timeliness and accuracy was critical. The rapidly shifting conditions required exceptional agility, rigorous clinical governance, and precise performance monitoring to ensure the project’s success.

The department needed a partner capable of managing these complexities while delivering accurate and fair assessments nationwide.

The Solution: A Framework of Clinical Support, Agility, and Precision

HCA developed a strategic, targeted approach designed to meet the project’s objectives efficiently and equitably. We provided the skilled workforce and operational frameworks needed to ensure a seamless implementation. Our solution was built on several key pillars:

1. Building a Highly Skilled Assessment Team

Our first priority was to assemble and train a national, multidisciplinary team. We ensured excellence by providing each clinician with comprehensive training on the AN-ACC Funding Assessment Tool. This program integrated online learning with department-led sessions to build deep competency and standardise assessment practices across the country.

2. Implementing a Robust Clinical Support Framework

To guarantee consistent and accurate assessments, we implemented a Clinical Support Framework. This provided our team with continuous guidance and immediate feedback loops. Senior clinical managers conducted regular performance reviews and worked proactively to address any barriers, upholding the highest standards of precision. This real-time support equipped our assessors to handle even the most complex cases with confidence and effectiveness.

3. Demonstrating Adaptability During the Pandemic

HCA showed remarkable adaptability in the face of the pandemic. We managed lockdown-induced restrictions by reallocating resources and adjusting timelines in close consultation with our government partner. This dynamic response ensured that assessment progress was sustained and that all compliance and public health requirements were met without compromising service continuity.

4. Streamlining Operations for the BAU Phase

As the project transitioned into the full BAU phase, we worked with the department to implement a streamlined, referral-based assessment model. This was supported by newly developed Standard Operating Procedures (SOPs) that optimised workflow efficiency and communication. We also used robust monitoring systems, including dashboards, to track milestones and proactively manage any potential disruptions, ensuring objectives were consistently met.

The Impact: Delivering Equity and Efficiency in Aged Care Funding

HCA’s pivotal role in the AN-ACC Assessments project has helped the government successfully implement a funding model that promotes fairness and transparency for the entire aged care sector.

The key outcomes of this successful partnership include:

  • Expanded National Reach: We conducted approximately 73,000 assessments, successfully expanding our operational scope to 27 regions under the BAU phase. This demonstrates our immense scalability and capability to manage large-scale national projects.
  • Achieved Strong Timeliness: During the initial Shadow phase, assessments were completed on time in 12 of the 14 regions, with revised schedules met in the remaining two regions despite pandemic-related challenges.
  • Enhanced Clinical Accuracy: Our Clinical Support Framework standardised assessment practices and significantly improved precision across the sector, ensuring funding is allocated based on accurate resident needs.
  • Effective Pandemic Management: Through adaptive resource allocation and processes, we ensured service continuity and public health safety, navigating COVID-19 restrictions without compromising project goals.
  • Streamlined Operational Efficiency: The implementation of referral-based systems and clear SOPs during the BAU phase has enhanced procedural compliance, reduced errors, and improved timelines, creating a more efficient process for all stakeholders.

This collaboration highlights how expert partnership and innovative workforce strategies can successfully deliver transformative change in Australia’s aged care sector, ensuring residents receive care that is aligned with their specific needs.
