Raising Standards in Aged Care Assessments

Transforming national funding frameworks is one of the most significant and complex undertakings a government department can face. For healthcare administrators in the aged care sector, the shift to a new funding model requires meticulous planning, robust systems, and a skilled workforce to ensure a seamless transition that upholds resident care. The introduction of the Australian National Aged Care Classification (AN-ACC) model represented such a challenge, demanding a partner with proven expertise in large-scale clinical assessment and workforce management.

Healthcare Australia (HCA) was instrumental in supporting the Department of Health and the University of Wollongong in this ambitious initiative. We were tasked with delivering the AN-ACC Funding Assessment Tool, deploying tailored workforce solutions and providing continuous quality assurance. This case study explores the multifaceted challenges of the project, the systematic solutions we provided, and the outstanding outcomes that have helped set a new benchmark for aged care funding in Australia.

The Challenge: A Complex National Transition

Transitioning the entire residential aged care sector to the new AN-ACC funding model posed a significant set of challenges for the government. The tool itself was a major departure from previous funding practices, requiring not only deep technical expertise but also extensive industry engagement to ensure a smooth and successful rollout.

For the Department of Health, the project’s success depended on overcoming several key obstacles:

  • Geographic Complexity and Staffing Shortages: The national scope of the project, encompassing aged care facilities in diverse metropolitan, regional, and remote areas, was a major hurdle. Many of these locations traditionally face skilled clinician shortages, making the recruitment, training, and deployment of a qualified assessment workforce a primary concern.
  • The Impact of the COVID-19 Pandemic: The pandemic introduced an unprecedented layer of disruption. Aged care facilities faced heightened health and safety risks, and assessors were required to adhere to rigid protocols while maintaining the quality and timeliness of their evaluations.   • Ensuring Assessment Integrity and Consistency: With thousands of individual evaluations to be conducted, maintaining the consistency and integrity of assessments was paramount. This demanded the implementation of rigorous quality assurance systems and a commitment to ongoing professional development for all assessors.
  • Meeting Strict Performance Indicators: The project operated under strict deadlines and key performance indicators (KPIs). Failure to meet these targets could have jeopardised the funding transition and impacted aged care providers across the country.

A Specialised, Multidisciplinary Workforce

Central to our strategy was a workforce plan designed to recruit, train, and deploy clinicians specialising in physiotherapy, occupational therapy, and nursing. By leveraging HCA’s extensive national database, we established a dedicated multidisciplinary team of assessors. Each team member was trained through a combination of bespoke online modules and comprehensive, department-led programs to ensure they had a deep understanding of the AN-ACC model.

A Robust Clinical Support Framework

To ensure the highest levels of accuracy and consistency, we implemented a Clinical Support Framework. This provided our assessors with real-time guidance, structured mentoring, and operational oversight to help them manage complex cases and maintain best practices. Senior assessors facilitated ongoing performance reviews, allowing team members to proactively address challenges and continuously improve the quality of their assessments. This framework was essential for ensuring alignment with the AN-ACC model’s strict quality and compliance requirements.

Agile Adaptation to Pandemic Pressures

HCA demonstrated extraordinary adaptability during the COVID-19 pandemic. We prioritised the health and safety of residents and assessors by reallocating resources and revising deadlines to account for lockdowns and outbreaks. This flexible approach ensured that the momentum of the evaluation process was maintained without compromising safety or compliance.

Streamlined Business-As-Usual (BAU) Processes

As the project moved into the Business-As-Usual (BAU) phase, we worked with the Department of Health to refine our processes further. We developed clear Standard Operating Procedures (SOPs) that streamlined workflows and improved efficiency. The introduction of a referral-based assessment model allowed our assessors to manage their workloads more effectively while sustaining high-quality outcomes. These measures were complemented by robust performance monitoring systems, ensuring all assessments were completed on schedule and met stringent governance criteria.

The Impact: A New Era of Equitable Aged Care Funding

Our partnership with the Department of Health highlights our expertise in navigating complex challenges within the aged care sector. The successful implementation of the AN-ACC Funding Assessment Tool underscores HCA’s dedication to combining operational excellence with compassionate care, ensuring aged care facilities are equipped to provide equitable, resident-focused services.

The key outcomes of this initiative demonstrate a significant and positive impact on the industry:

  • Expanded National Coverage: We successfully completed over 73,000 accurate and equitable assessments across 27 regions, addressing the needs of both urban and remote facilities.
  • Delivered Timeliness and Precision: During the initial “Shadow” phase, we fulfilled assessment deadlines in 12 of 14 regions and efficiently met revised targets in the remaining areas, despite pandemic-related disruptions.
  • Implemented a Strong Governance Framework: Our Clinical Support Framework and integrated mentoring systems optimised assessment accuracy and supported robust decision-making across the national team.
  • Adapted Effectively to Pandemic Pressures: By realigning resources and timelines, we maintained service continuity and compliance throughout the COVID-19 disruptions, safeguarding all stakeholders.
  • Enhanced Operational Efficiency: The development of referral-driven workflows and clear SOPs for the BAU phase has maximised effectiveness and minimised delays, creating a sustainable model for the future.
