Revolutionary Healthcare Technology for Government Operations

Delivering integrated healthcare services across multiple locations and time zones presents a significant challenge for any organisation, especially within a complex government framework. At Healthcare Australia (HCA), we have leveraged our five decades of expertise to pioneer a groundbreaking Integrated Electronic Health Platform (IEHP). This case study explores how we developed and implemented this world-leading digital health solution for a major federal government department, transforming its healthcare delivery and setting a new standard for innovation and patient-centred care.

The Challenge: A Complex, Multi-faceted Healthcare System

In 2023, following a competitive tender process, HCA was tasked with providing healthcare services for a government department’s immigration detention network. The challenge was immense: to develop and deploy a comprehensive electronic health platform from the ground up, capable of supporting innovative care models across numerous detention centres, alternate places of detention, and community settings.

The department required a solution that could overcome several critical complexities:

  • System Integration: The platform needed to integrate seamlessly with the department’s legacy systems while supporting multidisciplinary teams operating across different time zones through a centralised virtual care centre.
  • Interoperability: The system required sophisticated interoperability built on modern standards. It needed to align with Fast Healthcare Interoperability Resources (FHIR) R4 principles and incorporate national identifiers like IHI, HPI-I, and HPI-O, as well as data standards such as SNOMED and ICD-10.
  • National System Connectivity: Integration with critical national systems, including the National Health Services Directory (NHSD), Australian Immunisation Register (AIR), and My Health Record (MyHR), was non-negotiable.
  • Comprehensive Functionality: The platform had to extend beyond clinical care to include operational functions. This involved workforce management, financial systems, incident management, and detailed reporting capabilities, all within a single, unified solution.

The project demanded a forward-thinking approach to build a platform that was not only robust and secure but also highly adaptable to future needs.

The Solution: A Patient-Centred, Integrated Health Platform

Leveraging our deep clinical expertise, HCA led the development of a state-of-the-art integrated health system in partnership with globally recognised organisations Salesforce and CapGemini. We adopted a patient-centred co-design approach, using patient journey mapping and an agile methodology to build, test, and release the solution.

Our strategy was built on innovation, collaboration, and a commitment to clinical excellence.

1. A Powerful, Flexible Foundation

We selected Salesforce Health Cloud as the core platform, recognising its superior capabilities for integrating diverse health services compared to traditional electronic medical record systems. This decision enabled us to unify medical records, prescribing and medication management, case management, referral management, incident management, and diagnostic ordering into a single, cohesive system.

2. Seamless Integration and Data Sharing

Working closely with federal and state organisations, our team developed mature integrations with systems at the Department of Home Affairs, Services Australia, and the Australian Digital Health Agency. In partnership with MIMS, we incorporated real-time clinical decision support for medications. These integrations, expertly built on the Salesforce platform by CapGemini, enable safe and secure data sharing, ensuring real-time patient records are maintained across the entire continuum of care.

3. A Scalable and Adaptable Framework

The platform’s modular, low-code design ensures it is both scalable and adaptable. This model allows for rapid configuration to meet different organisational requirements without extensive custom development, maintaining consistency and reliability across all implementations. This approach guarantees that the platform can evolve alongside the changing needs of government operations.

Since the initial implementation, we have continued to invest in the platform’s development, releasing multiple major functionality updates co-designed with the department, demonstrating our commitment to continuous improvement and partnership.

The Impact: Transforming Healthcare Delivery and Efficiency

The successful deployment of the Integrated Electronic Health Platform has delivered transformative outcomes, enhancing care quality, operational efficiency, and security.

The measurable results of this partnership are clear:

  • Comprehensive Care Coverage: The platform now supports integrated healthcare for 1,200 patients across 9 detention centres, 6 alternate places of detention, and various community settings.
  • Unified Workforce Management: It successfully manages a complex network of 300 qualified personnel and over 220 subcontractors and suppliers through a single, comprehensive solution.
  • Real-Time Clinical Integration: Seamless data sharing with federal agencies provides real-time patient records, creating a single source of truth across the continuum of care.
  • Enhanced Operational Efficiency: The unified clinical and operational platform offers comprehensive, personalised views and real-time operational transparency for all stakeholders, improving decision-making and resource management.
  • Scalable Technology Framework: The modular design enables rapid deployment across diverse healthcare environments while maintaining the highest security and compliance standards.
