Care Management fees are fees set by your Home Care Provider that cover the cost of managing your care and services. They may also be called Care Coordination fees or they may be incorporated into an Administration Fee that the provider charges.
Care Coordination or Care Management is a service provided by all Home Care Providers (unless you opt for a Self Managed Packaged which doesn’t have these services) a good Care Manager will be a valuable advocate for you and will make sure you get the most value from your package. They will assist with changing your services, referral and coordination of other services and purchasing of goods and equipment required for your support.
Basic Daily Fee
The basic daily fee is an amount that everyone can be asked to pay by the government as a contribution to your package. This fee is set by the government at a percentage of the single basic age pension; it varies depending on your Home Care Package level. The basic daily fee changes in March and September each year in line with the age pension.
The basic daily fee is added to the government subsidy to increase the funds available to you in your Home Care Package budget. If your provider does not charge this fee, you will have less funds available in your budget to pay for your care.
Income Tested Fee
You may also be asked to pay an Income Tested Fee which is an extra contribution that some people pay, as determined through an income assessment.
This fee is different for everyone. It’s based on your individual income, including your pension. However, full pensioners and people with an income up to $30,204.20 do not pay an income tested care fee.
The Australian Government provides Home Care Packages to individuals who meet the eligibility criteria. These recipient of the Home Care Package can then select a Home Care provider to deliver their services and they use the funding in the Home Care package to pay for those services. The package funding is paid directly to the chosen provider but the Home Care Package holder will have full control over how the funds are spent and what services they receive.
There is specific eligibility criteria a person needs to meet to be granted a Home Care package and an assessment will need to occur to determine if that criteria has been met.
In order to be assessed for a Home Care Package a person must meet certain eligibility criteria for an “Aged Care Assessment”. Once the eligibility criteria has been confirmed an independent assessor will come and meet with the applicant in their home and discuss their needs. This will help the assessor determine the level of care, and therefore funding, that is required.
Once the level of funding is required, the applicant will be granted a Home Care package of a certain level. These range from Levels 1 to 4 and vary depending on the level of support an individual needs.
With recent legislative changes in Home Care, applying for packages and finding the right services can feel like a minefield.
